Information for parents and carers using Sure Start about the planned changes to the service

As users of Sure Start Services you will hopefully be aware that the Council has been dealing with budget reductions and over the last nine months there has been a review of services supporting families in the city.

Following the review, we are now making the changes that have now been agreed by the Newcastle City Council Cabinet. The changes will take effect from Monday 1st June 2015.

These changes only relate to the money that the Council has to spend so they do not affect any non-council early years services that you may use.

The main change is that we have developed a Community Family Hub that covers the parts of the city shown in the shaded area below:

What is the Community Family Hub?

It includes:

• The Sure Start Children’s Centre Offer
• Intensive Family Support for families with children up to age 18
• Family Support Volunteer Development
• Services wrapped around families, delivered through buildings and in family homes

We want to ensure that as a parent or carer of young children in the city you have time to understand how any changes may affect you.

Many of the services you may use such as health visiting, midwifery, parent and toddler groups and childcare are not directly affected by the reduction in Council budgets; therefore access to those services is not affected by where you live.

There has been a lot of concern that Sure Start Children’s Centre buildings may close. We plan to keep all the buildings currently used by Sure Start open; however the variety of services and activities provided at individual sites may change.

Programmes at the Sure Start Children’s Centres are revised termly, based on identified local need and demand. They are regularly updated on the Sure Start Children’s Centre website and available in centres.

The summer term timetables will show what activities are available as we transition into the Community Family Hub. These will be published on the Sure Start Children’s Centre website and available in centres from Tuesday 31st March.

The planned changes will not come fully into place until Monday 1st June to allow time for you to understand how these changes may affect you and your family.

How will I get to know how the planned changes may affect me?

We will:

• Ensure that from Tuesday 7th April Sure Start staff in our centres are able to either answer your question directly or know where to get the answer.

• Provide open days at the centres between 20th April and 21st May where you can speak with staff about future services (see table at the end for details).

• Write directly to those parents who have been using services during April 2014-March 2015 and who live outside the new Community Family Hub area. These parents are most likely to be directly affected by these changes. Letters will be sent from week beginning April 7th.

• Ensure that for families who may not be able to access some Sure Start services that the staff in the centres have up to date information about any other alternative local services.

• Provide information on the website from 11th May which will show the services you can access based on where you live using a new membership system. This system will enable you to see those services from Monday 1st June.
